Description:
This project was part of the programme Capacity Development of the Transport Sector/Roads in Liberia which is financed by the German Federal Ministry for Economic Cooperation and Development and implemented by GIZ. The programme supports the Liberian government in the implementation of the road sector reform and addresses the implementation of the National Transport Master Plan and the National Transport Policy and Strategy . The second phase (2011 to 2014) of the program focuses on strengthening delivery capacity of the public and private sector in the road sub-sector. The project focused on two separate topics: - Decentralization of administrative procedures and especially issuing driver licenses - The development of a PPP framework in the transport sector The project has been implemented by TCP International GmbH, represented by Dr. Stefan Denzinger. It was based on analyses of responsibilities and procedures, studies, international best practice examples, a road map, and a field trip. The activities were implemented in close co-operation with the Government of Liberia (GoL), primarily the Ministry of Transport and the Ministry of Public Works. The findings were presented and discussed with the GoL and other stakeholders at workshops in early March 2012 in Monrovia.
