The EBRD intended to support the modernisation and maintenance of the rolling stock of Russian Railways. An expert team consisting of German railway experts and experts of the Russian Institute for Railways developed different technical solutions. The task of Angelika Zwicky was to conduct the financial and economic evaluation of the proposed investment alternatives, including an evaluation of the impacts on the environment and prioritise investment alternatives.
