The assessment followed the “European Commission Guidelines No 2 – Support to Sector Programmes – Covering the three financing modalities Sector Budget Support, Pool Funding and EC project procedures, July 2007”.

The first step was a thorough transport sector review followed by the assessment according to above guidelines. The assessment comprised the seven criteria constituting a sector programme and the eligibility for financing a sector policy programme, i.e. Egypt Sector Policy Strategy, Budget and Medium Term Perspective, Sector Coordination, Institutional Setting and Capacity, Performance Monitoring System, Public Financial Management, Macroeconomic Framework.

Thereafter, the EC Delegation was supported in drafting and negotiating the financing agreement for 80 Million budget support with the Egypt Government with a focus on the specific conditions matrix with performance indicators to be used for the disbursements of the budget support tranches.
