Namibia conducted a road sector reform in the 1990s. The overall goal of the GTZ programme has the goal to improve financing and planning mechanisms, as well as alleviate poverty. The programme has three components:

• Strengthening of road sector institutions
• Improvement of rural accessibility
• Enhance human capacities in the road sector
